UK Imposes Sanctions on Key Figures in Russia’s Oil Trade

The UK has recently imposed sanctions on key individuals it believes are involved in Russia’s oil trade, aiming to intensify economic pressure on Moscow amid ongoing peace negotiations for Ukraine. The latest measures are described by UK Prime Minister Keir Starmer as “the largest ever sanction package” targeting oil tankers in Russia’s so-called “shadow fleet.”

Sanctions Target Executives from Azerbaijan

As part of this unprecedented package, the UK has also sanctioned five oil traders from Azerbaijan, including Etibar Eyyub, Tahir Garayev, and Ahmed Kerimov. This marks a significant escalation in Western efforts to disrupt Russia’s oil business. Previously, Western countries, including the US and EU, imposed sanctions on companies linked to Russian oil exports, but individuals were largely untouched until now.

The Expansion of Russia’s Oil Trade Network

In response to sanctions, Russia has established a network of oil tankers, shipping companies, and traders to circumvent international rules. The UK government linked Eyyub, Garayev, and Kerimov to Coral Energy (now known as 2Rivers Group), a company that has reportedly benefited from supporting the Russian government.

Coral Energy was founded by Garayev in 2010, and is now closely linked to Nord Axis, a company that emerged after Russia’s invasion of Ukraine in February 2022. Nord Axis purchased a major share of Russian oil project Vostok, a deal with Trafigura that involved a $5.8 billion loan from Russian creditors.

2Rivers Group and Its Response to Sanctions

In 2024, Kerimov and two other executives from Coral bought out Garayev’s stake in the company, renaming it 2Rivers Group. Despite the sanctions, the company claims to have reduced its operations in Russia, fully complying with G7 price cap regulations. However, the UK sanctions remain a point of contention, with the company arguing that they overlook significant reforms.

The Ongoing Effort to Disrupt Russia’s Oil Exports

In addition to targeting individuals, the UK also imposed sanctions on dozens of oil tankers, which have collectively transported over $24 billion worth of goods since the start of 2024. Starmer emphasized that each step taken to increase pressure on Russia is a step toward achieving a fair and lasting peace in Ukraine, ultimately contributing to security and prosperity in the UK.
