Rachel Reeves to announce review of workplace pension contributions

UK Chancellor Rachel Reeves is preparing to announce a comprehensive review of workplace pension contributions in her upcoming Mansion House speech on July 15. The review aims to address concerns over the adequacy of retirement savings across the country, amid growing evidence that current systems may leave millions financially vulnerable in retirement.

Commission to Review Retirement Adequacy

According to senior industry sources, Reeves will appoint a commission tasked with reassessing how much workers and employers contribute to pensions. The review — delayed from its original 2024 launch due to backlash over tax increases in the autumn Budget — will evaluate auto-enrolment contribution rates, state pensions, and savings among the self-employed.

The government has signaled caution, conscious that any new burden on employers could trigger another hostile response. Nonetheless, Reeves has maintained that UK pension reform is long overdue.

Auto-Enrolment in Focus

Under the current system, UK employees contribute at least 8% of their qualifying earnings to workplace pensions — with employers required to cover a minimum of 3%.

However, experts have warned these rates fall short of ensuring financial security in retirement. A recent report by the Institute for Fiscal Studies (IFS) found:

  • 40% of private sector workers may face a sharp drop in living standards upon retirement.

  • Half of middle- and high-income earners are not on track to meet their “target replacement rate.”

Despite these concerns, Pensions Minister Torsten Bell has confirmed auto-enrolment rates will not change during the current Parliament, signaling that reforms could take years to materialize.

The Self-Employed: A Savings Gap

The situation is even more dire for the self-employed. Research shows:

  • Two-thirds of self-employed individuals are projected to fall below the minimum standard retirement income.

  • This threshold — defined by the Pensions UK trade group — stands at £13,400 per year for individuals, and £21,600 for couples.

This gap highlights a critical need for broader inclusion and tailored solutions within the pensions system.

State Pension and the Triple Lock

The review will also examine the role and sustainability of the UK state pension, currently at £230.25 per week (£11,973 per year) for those with 35 qualifying years.

Under the “triple lock” policy, the state pension increases annually by the highest of:

  • Consumer price inflation

  • Average wage growth

  • 2.5%

While the government has pledged to preserve the triple lock, Minister Bell previously criticized it, calling for consistency with working-age benefits.

Conclusion

As retirement adequacy becomes an increasingly urgent issue in the UK, Rachel Reeves’ upcoming announcement signals a potential turning point in pension policy. While sweeping changes may take years to implement, the review promises a long-overdue reassessment of how Britain helps its workers prepare for life after work.
