US Republicans’ Plan to Eliminate Audit Watchdog Blocked by Senate Ruling

Senate parliamentarian strikes down deregulatory proposals in tax and spending bill

A Setback for Republican Deregulation

The US Senate’s nonpartisan parliamentarian has ruled that a Republican proposal to eliminate the Public Company Accounting Oversight Board (PCAOB) — the national audit watchdog — cannot proceed as part of the party’s sweeping tax and spending bill. The decision marks a major blow to the GOP’s efforts to roll back financial regulations.

The Senate Parliamentarian has rejected the provision in the Trump tax bill that would have eliminated the Public Company Accounting Oversight Board and transferred its responsibilities to the SEC… | Accounting Today

The PCAOB was established in 2002 following the Enron and WorldCom accounting scandals to oversee audits of publicly listed companies. Republicans sought to dissolve the agency and transfer its powers to the Securities and Exchange Commission (SEC), arguing it would reduce government spending and regulatory burdens for companies.

Senate Rules Block the Move

However, the parliamentarian determined that the proposal violates the rules of budget reconciliation — a process that allows fiscal legislation to pass with a simple majority, but only if all provisions directly impact federal revenues or expenditures. Since dismantling the PCAOB does not meet those criteria, it must be excluded.

Other measures struck down include plans to:

  • Slash pay for Federal Reserve officials

  • Defund the Consumer Financial Protection Bureau

  • Cut funding for the Treasury’s Office of Financial Research

PCAOB Defends Its Role

The PCAOB, under the leadership of chair Erica Williams, has ramped up enforcement and imposed record fines on audit firms. While some within the profession have criticized the agency’s aggressive stance and rigid standards, Williams defended the board’s mission.

In a statement welcoming the ruling, she said: “This is good news for millions of Americans whose retirement savings and investments would be put at risk by eliminating the PCAOB.”

Critics of the Republican plan argued that the SEC lacks both the budget and audit-specific expertise to replace the PCAOB’s regulatory role.

Conclusion

The Senate ruling halts a key element of the Republican deregulatory agenda — at least for now. As the party continues to push for sweeping structural changes to financial oversight, the fate of the PCAOB underscores the broader political clash over the future of regulation in America’s capital markets.
